Could Not Add Card

I cannot get Apple Pay to work . I have reset the settings erased the phone. when I open the wallet app

Add card it spins for 10 sec then I get the attached error. Tried manually same effect. Tried the turn passcode on and off. Just to be clear this is nothing to do with the cards as I am not even getting that far .

iPhone 6 ver 10.3.3  everything else works fine.?
