cant turn wifi on since 10.3.2 update on ipad

I updated my ipad to the new 10.3.2. I cant accept the terms and conditions because my wifi button is grayed out. I have reset the network setting a half a dozen times but it doesnt help. I dont want to try erase all because there is a photo of my dad on it. He just passed away last month. what can I do??

Try a reboot press the power button down & menu button hold both down until you see apple logo this can take 30 seconds.

Let me know if this works.

Also turn your router off for 20/30 seconds.

Nope it's not usefull.

I tried;

-     Reset Network settings

-     Reset All Settings

-     Update 10.3.3 fom ITUNES

They all not working. The bad thing is

"APPLE said that I HAVE TO PAY 300 $ for buy a new one the same IPAD version"
