Ipad is locked

my cousin had given me his ipad to use but at same time he would not remember his own credentials to log in in fact, the ipad is now in activation lock and there is no way to open.

Your cousin will need to recover the credentials, or is going to have to personally take the original sales receipt and his identification to a physical Apple store and ask for help.

Tell him to use Apple's iForgot service, or contact their Account Security team, or if he’s the iPad’s original owner, take it and its purchase receipt to a physical Apple Store.
