Will a hard reset of my iPad without backing up...

I need to reset my iPad 2 as a last resort to get rid of the phantom images in my Photos app. I have already tried the method of resetting the date and time, etc. This does not work. My concern with backing up to iTunes is that the phantom images might also be backed up and then restored to my iPad along with the rest of my data, and this is why I want to reset without backing up. But, if I do this, I'm concerned that my IP address may be changed by the reset. Is this possible? How do I avoid it, other than a backup?
