iOS 11 D/L over wifi interrupted

So, I'm trying to D/L 11 for my iPhone over a public wifi . It was going swimmingly, but at about 1 Gig, it was interrupted. Now it has to start from the beginning ? Why doesn't it resume from where it stopped ? Im using iTunes on my MacBook Air.
