Trackpad and Keyboard not responding

Upon startup, the keyboard and trackpad are not responding on my 2015 Macbook Pro. I've done reboots many times but it doesn't help. I've also tried resetting the SMC and PRAM to solve this but it hasn't helped. My battery is working fine. The only button that seems to work on the keyboard is the power button. the only way that I can do anything is with an external mouse and KB. At first thought, I was hoping that it was a software issue. However, I totally reinstall OS and the problem persists. Not all the time, but occasionally on startup. It will go days where it freezes at start up and then have a day or two where everything functions as normal.

I have read some places that these models are known for having this issue. Has Apple not provided a fix? I also read somewhere that it could be a hardware issue with the trackpad ribbon cable.

Any ideas are welcome. Thanks!

You've ruled out software with the OS reinstall. I think you're on the right track with the ribbon cable or its connection. A bulging battery pressing into the cable also causes the same symptoms. It would be rare on a machine of that age, but possible. In any case, opening the bottom cover and having a look is the next step, or, if you're not comfortable with that, bring the Mac to an Apple Store “genius” bar for a free diagnosis: https://support.apple.com/contact
