Ipad 4th generation

I have an Ipad 4th generation that I received as a christmas present years ago. I gave it to my mother in law 2015 and she says she put the Ipad to charge one night and she turned the Ipad off along with it. The next morning she tried to turn it on. She gave the Ipad back to me which I am now trying to restore it for my daughter to use. It will not turn on and when I plug it into the wall socket it only displays the apple logo. I have tried to restore it by plugging it to Itunes on my laptop and when i restore it, it ends up saying that it cannot restore because it has a passcode on it. the only problem is that we cannot take the passcode off because it will not even turn on. What is the best option to resolve this problem or is the Ipad just deceased period?
