Trackpad en keyboard stopped working

A very strange issue. A MacbookAir does have a keyboard and trackpad running right after cmd/r. When asked to connect to a wifi I can navigate internal the mouse en type the wifi passcode with the internal keyboard.

However, when doing a normal boot, right after the chimes, mouse and trackpad seem disabled.

Also when continuing recovery, the machine wants me to power up external mouse and external keyboard?

As if it is not a laptop but a Mac? Any suggestions?
