My apple id is disabled

I'm new to apple and i'm already experiencing problems with them...........i got an iphone 4 from a relative and i regret accepting it. everytime i try to download an application it keeps on saying "your apple id has been disabled"....please help.

There are two reasons your Apple ID becomes disabled:

1) Someone tried too many times to use the wrong password or wrong security question answers

or

2) The Apple ID account owes the iTunes Store or the App Store some money or there is a problem with a transaction in the Stores

Here's how to contact iTunes. Have them look up your Apple ID and tell you how much you owe: iTunes - Official Apple Support
