If i own a 200GB icloud storage plan, is it correct to say that my 32gb iphone will always have free space enough because iOS will free-up space on the device uploading photoes on icloud?

I mean, does iOS manage automatically the device free space sending to the cloud the unused content of the device such as very old photos?

I've already set iOS to keep the optimized version of photoes and video and send the full res to icloud.
