Where did Japanese keyboard input go as an option?
Try #2! On MacBook Pro/2012, using employer-mandated El Capitan, Japanese kb input has disappeared as an option. What happened??? Had been using it sometime every week for years.
In system preferences/keyboard/input sources, use the + button to add Japanese to the list. Then click on Japanese and check the box for Hiragana. Then select Hiragana in the "flag" menu at the top right of the finder.
If that is not possible, create a new user account and see if you are able to activate it when logged into that.
