What model iPhone ? If the phone supports iOS 10 you can update to the current version (10.3.3) via Settings > General > Software Update, or via its Summary tab when connected to your computer's iTunes (you can't update to iOS 10.1 as that's no longer signed by Apple).

King thank you very much for replying.I have iPhone 5 with 9.3.3 ios version and I didn't  get update on my iphone5.also my brother has iphone6 and he has ios 10.1 and he didn't  get no update on his iphon6

An iPhone 5, and iPhone 6, can be updated to 10.3.3 - you should be able to update directly on them on wifi (if Apple's update servers aren't blocked on the network) via Settings > General > Software Update, or via a computer's iTunes (if the iTunes is up-to-date)
