app fills screen. I cannot move the window or m...

Sometimes the window I am in fills the screen and I am unable to make it smaller, nor can I move the window on the screen.  This happens on my iMac, which is running Sierra.

On the top left of the app window tic green button and the window should resize.  Then go to bottom right corner and there you should be able to resize window holding left click and grabbing bottom of window and resizing it to your choice.

LOL -- no.  When it is in this condition, there are no buttons in the top left corner.  that's the problem.  Cannot resize by lifting corners.  Cannot grab bottom of window.  I ought to have mentioned that the buttons are not there.
