When I go to download the iCloud Drive - it won’t let me because it says this: This app requires specific features not available on this device Please advise

Your tag says you have an iPhone 5c running iOS 11.  But according to (the bottom) of this article you need at least an iPhone 5s:

iOS 11 - Apple

It does say that Java, and that was just a mistake on my part rushing through - actually have 5s

If you are trying to download the app from the App Store and you are using IOS 11, it is most likely because the iCloud Drive app was replaced by the Files app.
