Where do videos go on iPhones and iPads when do...

It shows in the file app, but how do you delete that local copy when done, without deleting the original in iCloud?  Not the ones using Photo Stream.  Just using iCloud as an off Mac storage

I don't believe it is possible to delete ONLY the local copy.  When you delete a photo or video from your Photos app, it will also delete from your iCloud Photo Library and iCloud storage. You can recover your photos and videos from the Recently Deleted album for 30 days.  See the "How do I delete photos and videos from a device using iCloud Photo Library?" section in:

or "Delete files from the Files app" section in:

Use the Files app on your iPhone, iPad, and iPod touch - Apple Support

The bottom line is that iCloud Drive is a syncing mechanism and not simply offline storage.  To optimize the storage on your device, see the "Store your photos and videos in iCloud" section in:

Thanks, use Lightroom Mobile from IOS devices to upload back to Mac.   Use iCloud to sync documents in other apps, works great, but wanted to use the additional terabyte of storage as a second off Mac  ‘backup’.

It’s really about my file management.  Once upgraded to the latest OS, all the photos and videos were pulled over to my Mac, choking storage there. Then upgraded iCloud space, copied files there as another backup.   (also use OneDrive on iOS, that works fine because it downloads to the Camera Roll, then of course back to Mac, and again uses more Mac storage.)

Oh well, will work around it all.
