I have an old Apple Ipod. I went to settings, then general. Its says i'm up to date. Please help?

If you have an iPhone 4S your only option is to download the very last iOS version and install iOS 9.3.5.

Either update your iPhone 4S over the air/Wifi using the iOS Software Update feature OR connect your iPhone 4S to a computer running  iTunes ( not necessarily the latest version, in the case, but at least an older version of iTunes 12).
