iPad Air 2 and Hotmail photos

My iPad Air 2 Wi-Fi with OS 10.3.2 downloads pictures to my PHOTOS app from incoming mail only one or two pictures at a time no matter how many are attached (I am using HOTMAIL). If five pictures are attached and I press "Save five images" it only saves one or two. No matter how I touch the "Save 5..." It only saves the same one or two. Fast touch, two quick touches, saving one and then Save 5, nothing works. I rebooted, tweaked settings in Mail and Photos and still no luck. Once in a while after 30 minutes of troubleshooting I might get the five to download at once but then it will not do it again. Might there be a problem with my HOTMAIL setup or the settings on my iPad?
