Mail app does not send messages

I use outlook imap on mail mac. The messages are not being sent for the last 12 hours. I have deleted and added the @outlook.com account and the account is shown to be online in the mail preferences. But the mails I send are kept in a folder called "Outlook" under the Outbox folder in the mail app. I somewhat expect the problem is about the updated two-factor verification, although I am not sure about this because the mail account is shown as online.

I need a solution asap.

if it works if you use a browser to login to outlook.com then maybe the network wifi or the carrier if cellular are blocking the ports used by smtp to send the mail
