Deleted pics in iPhotos not deleting on all dev...

When I delete a picture form mu iPhotos library on my macbook (macOS Sierra - version 10.12.6 16G29) it doesn't delete from all the other devices (iPhone 6s Plus iOs 10.3.3 14G60) or iCloud itself when I log in and check.

All my settings are (i think) switched on and correct e.g.

My pictures taken on my iPhone are syncing with the cloud and my mac book no problem.

For the avoidance of doubt:

Do you actually mean your iPhoto library, if so iPhoto won't sync with your other devices through iCloud.

What do you mean?  Sorry if I'm not being clear here...

I mean the iPhotos app. If I edit or delete a photo in the application on my macbook which is synced to iCloud shouldn't this edit appear the same on the same photograph on all my devices?  As with delete, if I delete a photo form the application on my computer shouldn't it delete from my iPhone etc?

Adding photos is working across devices but not editing or deleting for some reason?

No, iCloud Photo library syncs photos with your Photos app not iPhoto.

That's what I mean.  The "Photos app" via "iCloud Photo Library". 

I delete a photo on one device but it stays put on all the others. 

OK, that's why I asked for the avoidance of doubt. Anyways...

Do you see any update progress here?

or what about here on your other devices.
