I want to access both icloud music and my libra...

I own an old iphone 4s and use it as a music & media player in a dock at home and have very few apps on it as it is only has 12GB capacity. I also have an iphone 6s 124GB for everyday use. I currently have a subscription to Apple music and I want to be able to control and individually sync the music & apps on both devices individually in iTunes on the same home PC. Both devices are currently associated with the same ID.  Can I do this all within the same account ID or is there some other way to control what goes on to my devices? Your help would be greatly appreciated.
