Linking apple accounts in a family

Can a number of family members with different apple i.d.s use one icloud account? IE, photos and contacts.

Why not use Family Sharing -- iCloud - Family Sharing - Apple.

No, and family sharing won't offer any extra help beyond the usual sharing options. What you think would be a good idea will ultimately be a disaster, other people would be able to delete your content and them yours.
