Pop up character accent menu appears whenever l...

The pop up accent menu appears whenever i hold down letters, even if I am using them for purposes other than typing, e.g. shortcuts in an application. Even if I have no applications selected, it will still appear when I hold down the keys. This only occurred once I updated to Sierra.

I don't want to completely get rid of the accent pop up menu because it is useful, but would like to restrict it to when I am typing.

Details: MacBook Pro 13 Inch Mid 2012, Sierra version 10.12.3
