apple watch 3 no sim no connection under cellular

activated my apple watch 3, paired it to my iphone 6 plus, went thru all setup. now getting emails and calls to watch when phone is on but not when phone is off. watch says "no sim" "no connection" under cellular. on phone under watch app/cellular says "not in use/verizon". what needs to happen?
