lost iCloud contacts

hi. i lost my iPhone 6 and used iCloud to download my contacts to the new phone. for some reason not all contacts were apparently saved on iCloud and many are lost. why has this happened and what can i do? where did all these contacts disappear?

Go to www.icloud.com > Settings > Advanced > Restore Contacts.
