Locking/unlocking Notes cross devices

I set up a Notes password on one Apple iPad, locked an iCloud note on that device, and was able to unlock that same note on a 2nd iPad using that same password; however, when I tried to lock a different note from the 2nd iPad, I was asked to create a password, which I had already done on 1st iPad and (like I said) successfully used it on the 2nd iPad to unlock a note that was locked using the 1st iPad. Both iPads are Pros using the new iOS 11.
