Unable to update an app from a different countr...

I had this app that i downloaded while I was based in Qatar.  When I moved back to the Philippines (and updated my account details such as the country and region) i was still able to have it updated regularly.  However, after updating to iOS 11, i am no longer able to update the said app due to the current country/region of my itunes account.

It would have been ok, if it allows me transfer back to the Qatar store.  Unfortunately, it requires credit card details and I no longer have any valid credit card issued in Qatar.
