Only able to connect to TC via "Configure Other"

I have a brand new 3TB 802.11ac TC with firmware 7.78. I am running Sierra on a new MBP and Airport Utility 6.3.7.

I see the TC with a green light. When trying to connect and entering password it will not enter the settings menu nine out of ten times. Once I am in, it will throw an "unexpected error" when updating settings nine out of ten times. Using the iPhone Airport Utility I have the same issues.

Interestingly, when using "Configure Other" and entering the local IP address of the TC (192.168.0.x). everything works perfectly and consistently. It enters settings in a breeze, updates settings, etc.
