How do I keep photos on my Mac but delete some ...

I would like to keep a complete library of all my photos on my desktop machine. Some photos don't need to be in iCloud (getting full) but when I delete them from iCloud they also disappear from my desktop. Do I need to disconnect my desktop from iCloud, and upload all my photos from camera SD cards directly? And then connect my phone to the desktop, and copy them? I'm confused, and scared to lose photos! I am currently using OSX El Capitan (should upgrade but my Quickbooks won't transfer) on the desktop. Using MacOS Sierra on laptop, and up-to-date on iPad and iPhone. Thanks
