Performance Issues with mid 2012 MacBook Pro ru...
Lately my computer is having a few quirks. I've thought about upgrading the RAM in hopes that it will help the problem but I need an immediate solution until I can get to my technician to put in the RAM. The quickest summation of the problem is listed in the Description of my EtreCheck report below. I already did the recommended Clean Up and deleted the unused files.

Description:
Trying to launch applications causes them to “bounce” indefinitely in the dock until I force quit. Finder periodically becomes unresponsive and needs to be relaunched via Command-Shift-Esc window. Trying to delete the trash causes the computer to become unresponsive.

On a fast view I don't see any particular bad stuff except this: "ZipCloud". I don't know this software but here is said to be a "doubt" software help remove zipcloud
I would remove it and ... yes, in my opinion 4Gb with Sierra are not enough.
Your latest Backup is half a month old, and you are having problems.
Before doing anything else, update your Backup.
Boot into Recovery Mode and run Disk Utility > First Aid on your hard drive.
Try starting in Safe Mode and see if the problems still occur?
Use safe mode to isolate issues with your Mac - Apple Support
Restart holding the "shift" key.
(Expect it to take longer to start this way because it runs a directory check first.)
