Require pass word on reinstalled apps
I want to have my iPad ask for a password on reinstalling apps purchases after I deleted them off my iPad. How can I do this?

I do not believe that is possible.
Once downloaded, apps can be re-downloaded from the purchased tab in the App store without requiring a password.
If you want to prevent re-downloading of deleted Apps, you can always hide them:
