cant update ios 11 on my ipad pro

Hi, I have an ipad pro, I do not get a notification for software update for ios11.  Doing manual update, it says "iOS 10.2.1 your software is up to date".   Storage space still 67GB available and I have rebooted as well.   All my other apple devices have no problem getting updates.   Please help.  Thank you.

Check Settings > General > Storage & iCloud Usage > Manage Storage (under Storage) and be certain there is no iOS update package taking up space there. If there is, delete it.
