Can I transfer an app from one device to another?

So I have an iPad mini and have an app on there that is no longer available to purchase. Recently I got an iPhone and want the same app on my phone but can't buy it from the Apple store anymore, is there a way to get the app from my iPad to my iPhone? 

No, you cannot move an app from one device to another. But you can go to your iTunes account and locate the device under the 'purchased' items, and download it again.
