Finder cleanup keyboard shortcut no longer works

Sometimes in Finder I like to cleanup certain windows after I add, remove, or rename files.  Normally I use the keyboard shortcut Command + Option + 1 to access the [Edit] -> "Clean Up By" -> "Name" feature.  The problem is, that keyboard shortcut doesn't work anymore.  If I press that key combination it just makes the default system beep sound as if the menu item were disabled.  Meanwhile the menu item is there and if I manually select it, it does what I expect.

Why doesn't the keyboard shortcut work anymore and how can I fix it?  I've noticed that this happened on certain windows in the past but now it happens on every window and it's really frustrating.
