Duplicate iCloud Pictures on Windows PC

I have noticed that when I download a photo to my phone (from an email or text message) to add it to the photo albums on my phone that multiple copies are downloaded to my PC through iCloud. I've noticed this while running iOS 10.3.3 on my iPhone 6s and iCloud v6.2.2 on my PC running Windows 10.0.15063. I have enabled iCloud Photo Library, as well as the options to Download and Upload new photos and videos to and from my PC and disabled My Photo Stream and iCloud Photo Sharing in iCloud. There are not duplicate copies of the files on iCloud or my phone.

 

iCloud downloads a new copy of these photos and adds a chronological number in parentheses at the end of the file name ("IMG_1234 (1).jpg"). Depending on the age of the photo there could be hundreds of these duplicates. I've tried deleting them, but they keep coming back.

 

Has anyone else had this problem? Is there anyway to prevent this from happening?
