Are you sure it's an iPad Mini 2?

What iOS version is your iPad Mini currently running?

In Settings, General, About, what is your iPad Mini's model number.

If your iPad Mini is still running iOS 9.3.5, then it is possible that this is a 1st gen iPad Mini.

A 1st gen iPad Mini cannot be upgraded past iOS 9.3.5.

It's hardware is not powerful enough to run iOS 10.
