iTunes 12.3.5 Spawning New Libraries upon every initial connection of a new/previously unconnected device!
I just last week figured out this was happening when I went into my iTunes folderS - why did I have TWO? And discovered at least a dozen ITL files, plus a folder with dozens more.
I deleted the 'iTunes2' folder, as well as all but the most current library in the iTunes folder. I then restarted up my PC(Vista Home Premium, Svc Pak 2). After my desktop displayed, I waited a couple minutes and opened iTunes. It now seems to open faster, and recognizes and interacts with my *existing* devices a little quicker than before.
I also had to add back almost 200 songs that had 'disappeared' from iTunes and did not load onto the used iPod Touch 5 I bought two weeks ago, and subsequently returned late last week because of how wonky it was acting, and the fact that the battery stayed charged for only 10 hours idle, 5 hours playing steady music. Upon reloading those songs iTunes(a days long process I never want to repeat!) I noticed that the one remaining ITL library file in the iTunes folder was in lock-step with my progress of restoring songs, with the current date and time in the Date Modified column. I figure that is how ITL files are *supposed* to behave.
Just some background: Everything that goes into my devices is in ONE folder - "iPod Touch Image"(because it contains everything - nothing more, nothing less - that I put all of my iOS devices). After interacting with my existing devices, iTunes, as I said previously, interacts a bit faster, and more importantly, no longer spawned any new ITLs, with corresponding circle-! symbols next to songs it 'could not find' in the actual iTunes interface.
And here's something interesting:
The songs that were no longer listed in
iTunes after connecting that Touch 5
had been initially added between 2011
(when I started this i-thing with my music)
and mid-2013, and were SUBSEQUENTLY
REPLACED with better versions of those
same songs AFTER 2013. Succinctly:
songs added before 2013, which were
replaced with better versions from
2014 to present, DISAPPEARED from my
iTunes view - nearly 200 of them. Songs
I loaded NEW into iTunes after 2013 were
not effected by this. So between all those
now deleted ITLS, there was something
significant about that point in time.
By better version I mean CD rip vs mp3 download.
That is what I would appreciate some serious insight on, along with the spawning of a new ITL file upon connection of every new, previously never connected IOS device.
As far as I am aware the last version of iTunes to run on Vista is 12.1.3.6.
What is the exact path to the active iTunes Library.itl file?
What anti-virus software do you have, if any? This may need to be blocked from real-time scans of the iTunes folder.

Odd, I don't recall ever seeing 12.1.3.5. I have download links captured in the iTunes installers section of a troubleshooting tip.
I would definitely exclude the iTunes folder and all of its subfolders from Norton's real-time scanner. Have a look for hidden .tmp files in the iTunes folder too. AV can interfere with the way that iTunes updates the .itl file, which is basically to write out a new temp file, delete the original, then rename the temp. If the AV holds onto one of the files for scanning iTunes may not complete a file operation, or detected the failure, which can corrupt the library. When it is set to use the standard location that can mean that it silently generates a new empty database without any obvious signs there has been a problem.
Perhaps there is some edge case with a locked database and iTunes getting launched because a device has been connected that makes it generate a new library. Where exactly did the iTunes2 folder get created? That's not something I've seen happen automatically before although that might be a suggestion if the create a new library dialog pops up should iTunes not be able to access the existing one. If you fire up iTunes before you connect any device then it won't launch automatically because it is already open, which is at least a possible workaround to that behaviour.

I may be off a digit or so on my version, but it is definitely not(yet) the one you specified.
Very often I connect my devices to windows without opening iTunes, to copy photos off for back up.
If I decide I need to do iTunes stuff with them, I disconnect, start iTunes, and then reconnect the device after iT is fully opened. I also never ever close iT until after a device is unplugged. You can say I'm pretty "by the books" that way.
