Cannot use other language keyboard on apple ipa...

Cannot use 3rd party language keyboard using the Ipad pro smart keyboard (like Mongolian). How can I solve this issue?

I don't know of any solution. Apple doesn't yet allow 3rd party hardware keyboard layouts. You can ask Apple to fix that or provide its own mongolian keyboard via
