Macbook factory reset fail

I tried reinstalling OSX into my macbook but keep getting this error;

this item is temporarily unavailable

please try again later

I tried booting both ways, cmd+r and cmd+alt+r with same result.

Some support topic suggested using disk utility to format hdd and trying installation again but the result was same.

Now I can't pass on laptop before this issue is solved.
