iCloud Keychain does not lock

I'm confused with how iCloud Keychain works on my Macbook. If I go to Keychain Access it will allow me to lock the "login" keychain but not the "iCloud" one. I still don't understand what the difference is between these keychains in terms of what they do and how they work.

Essentially, I would like to use iCloud Keychain on my Macbook in such a way that it asks me for a Keychain password (separate from my Macbook login password) every time I try to access a website login name and password that has been saved. In other words, I would like to use the iCloud Keychain password as the master password that allows me to use the pre-populated login names and passwords, but I want it to ask me every time. Is this even possible? Why am I unable to lock the iCloud Keychain? Thank you.
