How to hide yellow balloon tooltips

So, I purchased Logic Pro X to begin working in MacOS as opposed to FL Studio in Windows, and I am finding myself CONSTANTLY BARRAGED by yellow tooltip windows that show up after a FRACTION OF A SECOND hovering over anything.  (This issue seems to affect GarageBand as well)  So yes, as I go to click on the menu or note or anything, the tooltip box shows up 90% of the time.  Worse yet, they don't go away, so I can be trying to change my audio device for example, but unable to click in the menu as it's being taken up by this stupid balloon letting me know what I've clicked on in case I didn't know.

HOW CAN I DISABLE THESE???

Or make it so they appear after I've hovered over the thing for 3-5 seconds instead of 0.35 seconds???

HELP!
