I have been using my aol email as my apple ID but found that aol is now having issues with email on all of my IOS devices so I want to migrate all of my purchases to an apple ID that uses either my gmail or iCloud account email.

How?

You can't transfer any purchases to a different account, all content is permanently tied to the account that downloaded it. If you haven't already created a new account with your gmail email address you can try updating the primary email address on your existing account with it : Change your Apple ID - Apple Support
