iCloud icon missing in IOS 10.3.3

Hi,

 

How do I get the iCloud icon in IOS 10.3.3 of iPhone? I tried to reset through General menu of settings, but it gives me various options. Not so sure which one to select and get the icon for icloud.

 

Second, can I view and edit documents, pics etc., stored on iCloud? Please suggest.
