Discontinuation of syncing apps with a windows pc

With the latest iTunes update, the facility to sync apps using a windows pc has been discontinued, however the same is available with a mac OS.

As a result of which, if I change to a new iPhone, I need to necessarily re-download all the apps which I had installed on the old phone using my apple ID.

If the facility to sync apps using your windows pc remained available, I would have been able to install all the apps on the new iPhone by just syncing it with my windows pc.

Is my understanding that i need to re-download all the apps once again in case of a new iPhone correct?

If yes, this is gonna be a big problem and I sincerely think that apple needs to give it a thought to allow syncing apps using a windows pc.
