Depending on why it's been disabled you might be able to re-enable it via this page : https://appleid.apple.com, then 'reset your password'

 

Or you might need to contact Apple : https://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page

 

If it then works on your computer's iTunes but not your iPad then try logging out of your account on the iPad by tapping on your id in Settings > Store (Settings > iTunes & App Stores on iOS 6) and then log back in and see if that 'refreshes' the account on it



I have tried every step in the tutorial to get my apple id re-enabled.  I cant get a hold of anyone over the phone that can help me.  Can I have a phone number to talk to somebody that can help me do this?



There isn't a phone number for iTunes Support. If resetting the account's password and logging out and back in everywhere hasn't fixed it you can try contacting iTunes Support and see if they can/will re-enable the account via https://www.apple.com/support/itunes/ww or https://www.apple.com/emea/support/itunes/contact.html
