"Could Not Set Up Apple Pay" on Mac

As soon I click the first button within the Wallet & Apple Pay settings window, an error message pops up saying "Could Not Set Up Apple Pay - An error occurred while setting up Apple Pay". I haven't even got to space to enter credit cards or anything, just an immediate error.

 

I tried signing out of my iCloud account completely, then signing back in. But still, the same error. Any ideas or experience with this problem. Apple Support Tech wasn't able to help
