How do I create a folder "On My iPad" using iOS...

I'm trying to create a folder On My iPad itself using the new Folder app in iOS11. However, I'm not given the option as I am with other storage options (iCloud, Dropbox, Google Drive). What am I missing?

Hi. The Files app does not let you create random folders, as you can on a computer. It lets you access files stored locally in apps that sync with it. The iWork apps (Pages, etc.) have updates that can do this. It seems like you need to create a new document in the updated app for it to sync. Other apps will need updates for them to share their files.
