split view/slide view not working for all apps ...

Splitview/slide view is not working for all apps in ios 11.

I was planning to read some technical books on SafariBooksOnline and take notes using Onenote side by side using multi window splitview in ios11. I can place Onenote as a slideview on top of SafariBooksOnline app, but cannot split them. The same thing with Lynda app. But this works with only few apps . Please let me know if there is any setting that needs to be done in order to enable this or I should contact the developers of individual apps.I got ipad pro just for this so that I can read/view and take notes in parallel. Without this I wont be able to continue my studies.
