Seeing Applications Through Other Applications

I have an annoying graphic issue that is driving me crazy. It's been present since I was using Yosemite, perhaps earlier, I can't remember for sure. I am using Sierra now. But I keep seeing a strange ghosted/striped image of my desktop showing through applications when the screen is a darker color like black or dark gray.

 

It's definitely NOT anything like burn-in, because I see whatever is currently open behind the window I'm currently using.

 

For example, I can be watching a YouTube video, and if the video is dark enough I will see whatever window is open behind my browser, or my desktop if nothing else is open behind it. Or in Photoshop if I don't have a project open, the dark background will show the window behind it, such as the text in a Word document, bleeding through. The ghosted image looks strange and colorful/striped.

 

This does NOT show up in a screenshot, because when I tried to take a screenshot of the issue, I could literally see the effect happening behind the screenshot as I moved it around on the screen! I tried to take a picture of it with my iPhone so you can see the effect. I have Photoshop open over my Word and my System Preferences window, and you can see beside the Photoshop logo that the System Preferences window is bleeding through. It's kind of green and striped.

 

I did open accessibility, went to display, and ticked the "Reduce Transparency" box, but this did NOT make a difference.
