What is com.apple.DiskManagement error

What is com.apple.DiskManagement error -69860 when I tried to update my MacBookPro SSD from hfs+j to apfs ?

I updated my 2013 MacBookPro from Sierra to High Sierra and it didn't convert the HFS+J to a APFS.

I tried to do it though Disk Recovery and it gave me the com.apple.DiskManagement error -69860 without more details.

1 - What is this error ?

2 - How to convert my SSD Macintosh HD to APFS?

Note: I have a Win10 bootcamp on the drive, but I don't think it should have an impact on other partitions.
