Family sharing issue

I am trying to set-up a family share option. However, when I go to create one, it states "Family information is not available".

I've tried force restarting my phone.

Made sure my cellular data was on.

I am trying to set this up to share my apple music with my fiance, but it's proving very difficult.

Any information would be appreciated.
